摘要
当前我国侦查程序存在的种种弊端日益凸现，已经逐步异化为一种“恶”的工具.侦查异化是多个因素作用的结果，但检警关系的失范是其重要一级。应当结合本土状况重塑检警关系，架构“检察指导侦查”制度，彰显刑事诉讼的公平和效率价值。
At present various malpractices in crime-investigating procedures in China are protruding day and day and have been gradually alienated to a ＂evil＂ instrument. Such alienation is caused by a great many factors, among which a normalization of relations between procurators and police is an important one. What we should do is （to） remold, on the basis of conditions of our native land, relations between the two side above, construct a system in the light of which the procurator organ should guide investigations and put emphasis on the fairness and efficiency of criminal suits.
