摘要
建设社会主义新农村,是党和国家新时期重大历史任务,也是一项惠及广大农民群众的民心工程。以辽宁经济社会发展取得巨大进步,许多地区的农民已经开始富裕起来,农村的社会经济结构也发生了很大的变化,农村人口老龄化与家庭小型化趋势为基础,得出当前如何建立和完善一个与经济发展相适应的农村社会养老保障制度。辽宁农村已经建立起社会养老保障制度,但还需要不断完善的思考。最后论述了现阶段辽宁农村社会养老保障制度相关问题,并对如何完善辽宁农村社会养老保障立法提出了合理建议。
Building a new socialist countryside is a major historic task of the party and the state in the new era. It is also a project for the benefit of the broad masses of peasants. In Liaoning, tremendous progress has been made in economic and social development in many areas, farmers have started to get rich, and the rural economic structure has undergone great changes. On the basis of the aging of the rural population and the trend of small family foundation, it draws how to establish and perfect a fit with the economic development of rural social oldage security system. Liaoning has established a social security pension system, but also need constant improvement. The essay discusses the issues related to rural social old-age security system in Liaoning this stage, and presents some reasonable proposal on how to improve rural social pension legislation.
