摘要
加强国土资源调查专项资金管理是实现国家财政预算体制改革、国土资源调查专项资金的有效供给以及提高国家专项资金使用效果等几个方面的必然需要。文章分析指出了近年来在国家专项资金管理过程中存在的主要问题;提出了有关部门应加强对国家宏观经济政策、财务管理制度的深入研究,健全财政专项资金管理的监督检查机制,建立国家和地方公益性地质调查队伍基本保障的长效机制以及强化项目预算管理的约束性,提高会计核算质量等方面的内容。
It's mandatory to reinforce the special fund management in national land and resources survey, to ensure the reform of national fiscal budget system, effective fund supply and utilization, etc. The article points out the major problems existing in the fund management of national key projects in the past years, and makes suggestions that authorities in concern lay more stress on studying macroeconomic policy and financial management system, intensify the supervision and examination mechanism, establish long-term ensuring system for state and local public-interest geological survey teams, emphasize the restriction function of project budget management, improve accounting quality, etc.
