摘要
"一费制"加剧了学校经费短缺,削弱了学校救助贫困生的能力,还催生更隐蔽的乱收费行为。之所以出现这些问题,原因在于收费项目和收费标准不完善。应完善义务教育经费分担体制和财政转移支付制度;健全义务教育资助制度;完善教育法规体系;化解学校债务,加强教育经费管理,从而消除"一费制"带来的负面影响。
The implementation of ＂One Fee＂ policy, to some extent, adds the shortage of educational fund, weakens the ability of schools＇ aid to poor students, even brings forth more forms of arbitrary fees. The main reason of all these problems is the incompletion of the charge items and standards. In order to dispel its negative effect, we should perfect the system of sharing compulsory educational funds and financial transfer payment, improve compulsory educational aiding system, perfect the educational law system, resolve debt and strengthen educational management.
