摘要
党中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》(简称《实施纲要》)是基层单位开展构建惩治和预防腐败体系的指导性文件,本文结合工作实际,对构建高校惩防体系必须把握的精神实质、原则要求以及正确把握认识上的特性和惩防体系必须要突出机制创新等方面进行了探讨。
The ＂Implementation Sketches on the Corruption Penalty and Prevention System with Warning. Regulation and Inspections＂ issued by the central government is the basic guideline for the campaign. In light of the routine practice, this article exerts analysis in the aspects of the essence, principle, understanding and mechanism innovation concerning the construction of the corruption penalty and prevention system in hi-ed institutions.
