摘要
建设工程招标投标的中标价是否为真正意义上合理低价,以及如何界定它已成为业主和承包商极为关心的问题。根据现有工程造价的构成分析和存在问题,提出了现行招投标机制下界定合理低价应考虑的因素和确定措施,以此保证建筑业市场合理高效地发展。
Is the construction project tender bid price-marks ＂the reasonable low price＂？ This has become the owner and the contractor extreme issue of concern Based on analyzing the existing project construction cost constitution and the problems this paper determines how to limit ＂the reasonable low price＂. The factors and measures in present operation of bid mechanism are analyzed to guarantee the construction industry develop reasonably and effectively.
