摘要
文章在科学分析我国"三农"问题理论内涵的基础上,首次提出老"三农"和新"七农"的概念,并据此提供了一种系统研究我国"三农"问题全新的思路和方法。这十个问题源于"三农",但又各有不同,它们共同构成当今"三农"问题的整体。不论是政府政策制定部门还是相关学界理论研究人员,通过对这十个问题的系统研究,对科学解决我国当前"三农"问题以及推进社会主义新农村建设应具有一定的理论意义和现实指导意义。
