摘要 分析了当前炼油化工企业资源能源消耗和污染物排放面临的严峻形势,着重介绍了中国石化镇海炼化分公司构建以"资源能源高利用"和"废弃物零排放"为两大目标的内部循环经济模式的实践,通过4条原油资源内部综合利用型产业链和废水、废气、固体废弃物回用系统的建立,着眼于生产装置与公用工程整体的最优化,达到了提高资源能源利用水平、削减污染物排放总量的目标,取得了良好的经济效益、环境效益和社会效益。 The article analyzes grim situation facing current refining & petrochemical enterprises' resources and energy consumption as well as pollutant emission and emphatically introduces Sinopec Zhenhai Refining & Chemical Company's practice in establishing internal cyclic economy mode with high-efficiency utilization of resources and energy as well as zero waste emission as two major goals. By the establishment of 4 industry chains which comprehensively utilize internal crude oil resources as well as recovery and utilization system of waste water, waste gas and waste solid, with an eye to integrated optimization of plants and utilities, the practice has reached the goal of improving resources and energy utilization level and reducing total waste emission amount and has acquired good economic benefit, environmental benefit and social benefit.
