摘要
我国高校行政管理权主要包括招生录取权、学籍管理权、学业评价权、处分权和颁发证书等权利,本文分析在这些权利的行使中,应如何遵循平等、公正、比例和正当程序等原则,并参考国外和台湾地区的相关规定,提出进一步完善意见。
In our country, administrative power of university includes admission right of enrolling new students, roll administrative power, study appraise right, punishment right and award certificate right mainly. This text on the base of consulting the relevant regulations abroad and in Taiwan, analysis enforcement of these rights, explains how to follow principles such as equality, fairness, proportion and proper procedure, etc. , puts forward and improves the suggestions.
