摘要
介绍了乌马河林业局的试点情况和经验做法。乌马河林业局在改革中把握四个方面：立足大局，掌握主动性；破解难题，把握关节点；加强服务，狠抓工作落实；扩大成果，增加职工收入。在下一步改革中需要解决产权落实和保障、营造林机制、资源保护管理、林改资金管理、产业发展和科教兴林问题。建议尽快制定配套文件，尽快完善营造林技术规程和营造林机制，抓紧制定《产业发展规划》，由政府组织开展大规模科技成果推广工作。
The paper introduced the pilot experience and practice in Wumahe Forestry Bureau. The bureau exists the new situations and new problems in the implementation of forest tenure reform, afforestation mechanisms and diverted funds management. Proposals are to establish ＂clear property ownership, the main management in place ...＂ property rights system, perfect technical regulations and inspection and acceptance criteria as soon as possible, developing practical Forest Fire Regulations.
