摘要
本研究分析了全球非政府组织间串连、在不同国家主导下接轨、与联合国系统作多种领域合作,进而在不同领域发挥了各种不同的作用,其达成全球治理的方法也包含了联合国的行动和其他国际政府组织及非政府组织和政府间合作的协议。本研究在检验不同类型的非政府组织的同时,观察非政府组织发挥其国际影响,与全球非政府组织串连、与联合国系统合作并发展"伙伴关系",充分地发挥非政府组织的力量,使非政府组织力量有机会融入到全球治理的架构中去。本研究提出,非政府组织在全球治理过程中扮演着越来越重要的角色,但是,非政府组织通过跨国性活动参与全球治理是一个极为复杂的政治议题。因此,建构一个非政府组织跨国合作的模式,参与全球治理的机制,以便促进人类社会同步发展的目标,是一件重要而又迫切的议题。
The paper focuses on the global governance through an analysis of the cooperation between NGOs all over the world and under the guidance of different countries and the UN as well as the cooperative agreements between them for the purpose of global governance.The paper further analyzes different NGOs and their international functions and cooperation among themselves and UN.The paper also points out that though the NGOs are plying a more important role in the global governance,their involvement in the international activities is a very complicated political issue.Thus,the construction of a suitable model of the international cooperation among the NGOs is important and urgent for improving the mechanism of global governance and the balanced development of human society.
