摘要
抽象行政行为是指以不特定的人或事为管理对象,制定具有普遍约束力规范性文件的行为。我国目前尚没有把抽象行政行为纳入司法审查范围。但实际上对抽象行政行为进行司法审查是必要的也是可行的。
This thesis begins from the concept of abstract administrative actions. It expounds the situation of legal supervisal to abstract administrative actions in china and some foreign countries after pointing out the shortcomings in the system of legal supervisal to abstract administrative actions in china. The author argues that it is necessary and possible to establish the system of judicial review of abstract administrative actions in china. At the final part of this thesis, some suggestions are given according to the condition of china today.
