摘要
目的了解新型城区居民卫生服务利用现状,为政府制定相关政策提供依据。方法利用自制问卷,对青岛市新型城区城阳区620户家庭中1 865人进行了居民卫生服务需求及利用情况、对卫生服务工作满意度等内容的调查,同时对3所不同级别医院的资金、设备、人员及服务情况进行调查。结果从供给情况看,62.2%的居民认为现有卫生服务机构能够满足基本卫生需求,但是还存在着资源配置不合理、使用效率不高等问题;从需求情况看,居民的慢性病患病率和两周患病率(分别为98.5‰、141.0‰)高,诊治和住院比例低(分别为51.9%、27.4‰),慢性病成为农村居民因病致贫、因病返贫的重要原因;从对卫生服务的评价看,居民对不同卫生服务机构的满意度不同,看病贵、看病难的问题仍然突出。结论进一步整合卫生资源,坚持城乡统筹,联动发展,发挥政府在卫生服务筹资中的主导作用,重建三级卫生服务网有重要意义。
Objective To investigate the current situation of health service in new-type city proper so as to provide information for the government in making related policies. Methods A self designed questionaire was applied to survey 1 865 people residing in Chengyang district. The items to be answered were that their demand and proposal concerning health service. Three hospitals of different levels were investigated as well in terms of the capital, equipment, personnel and service. Results The survey showed that 62.2% of the residents considered that the existing health service meet the basic requirement, but problems of resources distribution and low utilization rate still exist; the morbidity of chronic diseases 98.5‰ and bi-week diseases 141.0‰ were high, and that the ratio of hospitalised treatment was low. Chronic diseases became an important factor that resulted in poverty; the satisfaction towards health service varied among different health institutions, and that the issue of high medical cost remained prominent. Conclusion It is essential to further optimize health resources, insist on planning as a whole in health service in both cities and countrysides, rebuild the three-level health service network, and bring into full play of governments in raising capital for the service.
