摘要 中国古代官吏考课制度经过近四千年的历史沿革,积累了丰富的理论和实践经验,逐步形成了一套严密的组织系统、考核标准,提出了对各类不同职务官吏分类考核,以及考核与奖惩相结合的方法,对于中国古代国家建立行政监察体系、澄清吏治、奖勤罚懒,扬善排恶,激励官员勤政廉洁,提高政府行政机构的工作效率等,起到了积极的作用。中国古代官吏考课中的一些制度、方法和技术,与今天的干部考核评价工作有着密不可分的渊源关系,通过分析研究,我们可以从更深层次找出干部考核评价工作中的一些规律性的东西,从而有助于我们今天建立、完善体现科学发展观的干部考核评价体系。 The examination system of Chinese government officials in the ancient times underwent about 4000 years of historical evolution, having accumulated rich theory and practical experience, gradually formed a set of strict organization system and examination criteria. It also suggested a set of classified examination system for different kinds of government officials and a method of combining award with punishment, which played an active role in building administration supervising system, cleansing out political corruption, rewarding the diligent and punishing the lazy, developing the good and eliminating the devil, encouraging the government officials to keep government employees honest and industrious, and improving the work efficiency of government organs. Some systems, methods and techniques in the examination of Chinese ancient government officials are closely related to today's evaluation and examination of leading cadres. Through analysis some regularities can be found in depth so as to help build and perfect the evaluation and examination system of leading cadres from the perspective of the concept of scientific development.
