摘要
教育按照什么目标组织、实现怎样的效益、达到何种结果,与教育立法的基本价值取向密切相关。公共性作为现代教育的基本特性,是分析教育立法的基准性价值,是教育立法的基本价值取向。正确认识公共性的内涵,并在教育立法中贯彻教育公共性的价值取向,有利于促进教育事业和谐发展和可持续发展。
How to organize education, what effectiveness to obtain and what results to achieve are closely related to the basic value orientation of educational legislation. Commonality, the basic property of modern education, is the benchmark value in the analysis of educational legislation and the basic value orientation of educational legislation. It is argued that the correct understanding of the connotation of commonality and the implementation of the value orientation of educational commonality are conducive to the harmonious and sustainable development of education.
