摘要
从用人方面的“积水潭”现象、专业技术职务评审中的“论资排辈”现象、分配上的“一刀切”现象、考核工作中的“背对背”现象等四个方面剖析了当前医院人事管理存在的误区,并提出相应对策:置身市场经济,调整人才战略,建立卫生人才市场;简化评审程序,实行“积分法”,建立评审与聘任相分离的“双轨制”;深化分配制度改革,建立激励机制;拉开档次,合理划分考核层次,增加考核的透明度。
The article explores approriate measures for optimizing management of human resources,i, e. .reduce redundant personnel to recruit competent staff members; discard outdated conventions of following seniority and make bold innovations in promotion of middle -aged and young talented and qualified professionals so as to make the best possible use of their expertises ; overcome inertia of being content to stay middling or backward and encourage enterprising spirit; take a broad and long view of explorative and pioneering initiatives, but not make everything rigidly uniform.
