摘要
产业集群具有创新功能,是一种创新体系,而政府是产业集群的结构性因素,是产业集群创新系统的重要组成部分,是集群的创新主体。没有政府的参与,群内能够实现的创新是有限的。政府在产业集群创新活动中的责任,就是满足集群创新的公共需求,克服市场缺陷所带来的创新困境。
The industrial cluster is one kind of innovation system. The government is an important constituent in industry cluster innovation system, and substance in innovation of the industrial cluster. That the importance of informal information ~pillovers enabled by spatial proximity for successful innovation is much more limited. The government is the principal part of the cluster＇ s innovation. The government responsibility of innovation is to satisfy the public demand, and to overcome innovation difficulty by the market economy.
