摘要
政府绩效管理是指运用科学的方法,标准和程序,对政府机关的业绩成就和实际工作做出尽可能准确的评价,在此基础上对政府绩效进行改善和提高。政府绩效管理是在"管理主义"的精神指导下,主张结果为本、权力下放和市场竞争。为此,可从以下几个方面完善我国的政府绩效管理:引入公民参与机制;制定相关法律、法规;建立完备的绩效评估体系和灵活的评估标准,推行全面质量管理;深化行政体制改革,进一步定位和划分行政权力。
The government performance management is a method which uses scientific standard and procedure to make evaluation as accurate as possible for government performance and actual work. On this basis, it hopes to improve the government performance. Under the guidance of managerialism spirit, the government performance management advocates result-oriented basis, the decentralization of power and market competition. Therefore, we could improve the government performance of our country from the following aspects: introducing the mechanism of citizen participation; developing corresponding law and regulations; establishing complete evaluation system of performance and flexible evaluation criteria; implementing the total quality management; deepening administrative reform and positioning and dividing executive power further.
