摘要
文章结合我国建筑市场的实际情况,提出了推广使用最低价中标法的对策和建议:建立完全市场化的工程造价体系;建立工程担保和保险强制制度,完善风险转移体系;建立市场信用体系;建立严格的工程变更审批制度和责任追究制度。
In accordance with the practical situation of the building market in our country, the article presents as how to extend lowest-quolation -as-bid-winner, e.g. to establish market-driven project cost system, to perfect Risk Transfer System by establishing obligatory insurance system for project,to build credit system and to carry out strict variation approval system and accountability system.
