摘要
行政文化是行政管理之魂,构建循环经济需要新型行政文化的支撑。因为发展循环经济,构建节约型政府,不仅是一种新型经济观、发展观,更是一种新的价值观、文化观。然而传统行政文化的"文化失落症"与"文化堕距症"并存直接影响着循环经济赖以立基之文化基础的构筑,因此,必须从行政体制、行政决策和行政法治等方面进行文化创新,这一系统工程决定了循环经济视野下行政文化创新的路径必须朝向全面推进与综合提升而努力。
Administrative culture is the key to administration management. Modern administrative culture is the backbone for constructing cyclic economy, as developing cyclic economy and constructing a frugal government is both a new notion of economy and development and a new outlook of values and culture. However, the coexistence of the cultual loss and lag of traditional administration have a direct influence on the construction of culture basis on which cyclic economy relies. Innovations in administrative culture should be initiated regarding administrative system, administrative decision and lawful administration, which is a systematic work requiring that administrative culture innovation should follow the path of all-around improvement and uplift of administrative culture.
