摘要
中国高等教育投资面临财政性投入不足、投资流向过于集中、成本分担机制缺乏弹性等众多问题。其形成原因在于国家经济环境的特殊性、投资和管理观念落后、管理的制度缺位和权力越位等。为此,需要转变高等教育投资观念,创新高等教育投资体制,依法加强高等教育财政支出的绩效评价,深化高等教育投资领域改革,促进多种形式的优质高等教育发展。
The investment in higher education in China is faced with many problems, such as the insufficiency of finance investment, the key allocation of investment and the rigid mechanism of the cost sharing. The source of the issues results from the particularity of national economy circumstances, backward ideas of the investment and management, and excessive power interfere and lack of perfect system of management. We should renew the idea of the investment in higher education, creating the system of the investment in higher education, and strengthening the evaluation of the outcome of higher education finance according to law, so as to deepen the revolution of the investment in higher education and promote the development of various excellent higher educations.
