摘要
"华盛顿共识"的推行对发展中国家造成了很大的危害,根源在于其自由化、稳定化的政策主张存在理论悖论。即在弱势货币与贸易逆差同时存在的条件下实施自由化、稳定化的经济政策将会导致货币政策与其他经济政策的相互冲突。同时,"华盛顿共识"也有一些具体宏观经济政策工具是发展中国家,特别是我国目前需要认真分析和辩证对待的。这些具体政策工具分为两类:一是我国目前正在运用但需要完善的政策工具;一是我国条件还不完全具备但需要创造条件准备实行的宏观政策工具。我国在借鉴"华盛顿共识"具体政策工具时,应当具体分析这些政策工具的目标和条件。
The implementation of ＂Washington Consensus＂ has caused very big harm to the developing nations. The basic reason lies in its theory paradox existing in liberalized and stabilized policy. Namely under the condition of weak currency and the trade deficit, the implementation of liberalized and stabilized economic policy will cause mutual conflicts between the monetary policy and other economic policies. At the same time, ＂ Washington consensus＂ also has some concrete macroeconomic policy tools which the developing nations especially China need to analyze earnestly and dialectically at present. This article divides the concrete policy tools into two kinds, one is what country is utilizing but needs consummating, the other is what needs to create condition for implementation. Our country must analyze the goal and the conditions of these policy tools when utilizing the policy tools ＂ Washington Consensus＂.
