摘要
在长三角区域经济一体化进程中,我们绝对不应遗忘如何让台资在这区域中发挥作用,就像珠三角经济一体化进程中绝对不会忘记香港一样。长三角对台资而言是最具潜力的区域,也是两岸经济融合最理想的区域。因此,论文提出"长三角两岸经贸营运合作区"这一概念,作为两岸新一轮经贸合作的突破口,建立起"长三角两岸经贸营运区合作委员会"的新机制,作为两岸经济新的融合模式,提高两岸经济共同发展水平,以改变台资在长三角自行发展的无序状态,让台资与"十一五"发展规划相结合,使台资从走向长三角,然后共同走向世界,形成两岸共同的品牌与市场,化解岛内自我封闭的"台独"意识,使两岸经济乃至两岸政治在长三角创造一个更新的关系。上海有责任为台资在长三角区域经济发展中去设计一个战略,就如福建制造"海西计划"概念一样,去占领未来两岸经贸整合的制高点。
In the process of Yangtze delta regional economic integration, we shall exert the function of Taiwan capital. Yangtze delta contains great potential for Taiwan capital, it is also the most ideal religion for cross-strait economic joint. This paper poses the concept- Yangtze delta cross-strait trade cooperation region, and takes it as the breakthrough of a new round of cross-strait economic cooperation, setting up the new mechanism for ＂Yangtze Delta Cross-strait Trade Market Cooperation Committee＂ as a new fusion model for cross-strait economy, it brings mutual economic development. And it aims to change the disorder and spontaneous developing state of Taiwan capital in Yangtze delta, to integrate Taiwan capital with the development program of ＂eleventh five-year＂ plan, to help it move smoothly toward Yangtze delta and even the world, to develop cross-strait＇s mutual brand and market, to solve the self-blocked theory of ＂Taiwan independence＂, and to create a newer relationship in this religion both for cross-strait economy and politics. Shanghai bears the responsibility to work out a strategy for Taiwan capital in the economic development of Yangtze delta, helping it conquer future summit of cross-strait trade integration.
