摘要
通过分析静态排污收费机制存在的问题,即静态收费不够合理、静态收费标准过低等,提出动态排污收费机制,并运用经济学均衡分析方法分析动态排污收费机制的原理,提出建立动态排污收费机制的政策建议。
Based on the problems about static charge mechanism,including the irrational static charge and lower charge level for wastewater discharge,a dynamic charge mechanism was presented.The principle of dynamic charge mechanism was analyzed using the equilibrium analysis method of economics.Suggestions on the dynamic charge for wastewater discharge were made.
