摘要
信访制度的建构与制度的设计理念有着重要而直接的关系。信访制度设计的理念由基本理念、核心理念和结构理念所构成。基本理念:民主、法治、诚信;核心理念:保障人权、监督促进公权、追求和谐;结构理念:科学、开放、整体的理念。
The establishment of the system of letters and calls is closely related to the designing concept. The designing concept of this system consists of three kinds of ideas： basic ideas, core ideas and structural ideas. The basic ideas include democracy, ruling by law and honesty; the core ideas include the protection of human rights, the improvement and supervision of power and the pursuit of harmony; and the structural ideas refer to science, open-mindedness and integrality.
