摘要
新《治安管理处罚法》实施以来,为社会治安综合治理提供了强有力的法律依据,但同时也出现了一些较为突出的问题。因此,为促进公安机关依法行政和提高执法水平,有必要从实体定性、程序应用、执法操作等方面进行分析探讨。
The implement of the Law of Public Order Administrative Punishment has offered strong legal gist for public order synthetic administration. At the same time, however, some problems have aroused. So, for assure legal administration and improve execution, it＇s necessary to analyze and research the entities, applied processes, executive operations and etc.
