摘要
清洁发展机制(CDM)是一项基于发达国家温室气体减排义务之上的发达国家和发展中国家的合作机制,目前已在国际上已得到广泛应用。介绍了CDM的概念和相关CDM项目开发的知识,在设置了合理的基准线情况下,对判断当前电力市场环境下需求侧管理能否成为CDM项目的关键问题——气体减排量的额外性,用一种可再生能源发电并网的统一监测方法学ACM0002进行了论证。
Clean Development Mecllanism（CDM） as a cooperation scheme based on the GHG reduction commitments of developed countries and developing countries, has been very popular in some countries. In this paper we briefly introduced the CDM concept and CDM program＇s exploitation. In the case of setting rational base line, the additionality of the emission reductions, one of the key issues in DSM whether or not to become CDM program in current power market , has been proved with the monitoring method of ACM0002.
