水是战略性经济资源,是一个国家综合国力的有机组成部分,是维持人类和生态系统生存与发展的控制性因素之一。二十世纪以来,世界人口数量、经济规模迅速膨胀,人类对水资源的需求量越来越大,水环境恶化问题日益严重。如何治理小流域水环境污染,国内外科学工作者进行了大量的研究和实践。
