摘要
中国是礼仪之邦，自古就有睦邻友好、协和万邦的民族美德，也有重视周边关系的优良传统。新中国成立之后，继承了这一优良传统，致力于发展周边关系，取得了前所未有的重大成就。当前国家提出了发展外交关系的新方针：“大国是关键，周边是首要，发展中国家是基础，多边是舞台”。针对周边国家，提出了“以邻为伴，与邻为善”，“睦邻、安邻和富邻”的政策，对中国进一步发展同周边国家的关系提供了新的战略契机。
Promoting the building of lasting peace and common prosperity of a harmonious Asia, the concept of a harmonious world is proposed, with Comrade Hu Jintao as the general secretary of the CPC Central Committee in the new era, a new summary guiding for China＇s foreign and international relations is formed. From the diplomatic strategy pattern＂power is the key, the surrounding is the first, developing countries is the foundation of the multilateral relation,＂ China and its neighboring countries are getting more deeply strategic cooperative. China has proposed to build a harmonious society, therefore, economic construction as the center position would not wave China＇s needing a more stable and peaceful surrounding environment. To this end, China should consider its own geopolitical environment carefully.
