摘要
土地开发整理工作的深入开展对于土地开发整理项目管理的要求逐步提高。为完善土地开发整理项目工程造价管理体系,提高土地开发整理项目估算编制的科学性,促进项目可研编制规范化水平的提高,《土地开发整理项目估算标准》课题经过国土资源部土地整理中心两年来的研究,于2006年底通过了成果验收。其主要研究成果在土地开发整理项目管理中必将发挥重要作用,具有广阔的应用前景。文章从财政专项资金预算管理和土地开发整理项目前期管理等方面多角度的对此作出了初步探讨。
The subject of 'Estimating Standard for the Project of Land Consolidation and Rehabilitation' had been passed the acceptance check of results by the end of 2006.The researchers from Land Consolidation and Rehabilitation Center of the Ministry of Land and Resources have undergone two years to study it.This standard will perfect the management system of construction costs,make estimated presentation more scientifically,promote the project study more standardization.The paper argues that the major research results will play a key role in the project management,and will have broad application prospects.The paper disusses this issue from various aspects,such as financial special funds budget management,and proceding management of land consolidation and rehabilitation project.
