摘要
当前高等学校的科技创新工作正面临着科技成果转化与科研政策导向、科技评估体系与人才管理机制、科研团队建设与成果创新程度等多重困境,这些困境的成因可以从主观上的主观因素、客观上的环境因素和制度上的规则因素等方面来分析。如果实际工作部门没能有效选取摆脱困境的出路,必将危及高等学校的社会回应能力,进而危及整个国家综合国力的提升。在坚持科学发展观的话语背景下,必须实现高等学校科技系统的内核再造、环境优化和制度重构,在行之有效的出路中不断开创高等学校科研工作的新局面。
There are some real dilemmas of science ＆ technology in universities at present, including the transformation research ,the evaluation and management system, the construction of research group and the degree of technical and innovation. And the reasons for these difficulties can be summed up as subjective, objective and institutional aspects, etc. If theses problems can not be solved effectively, they will do harm to the development of society and to the development of our country. As a result of searching for effective outlets, these problems should be solved by reinventing core, optimizing environments and reconstructing institutions from the perspective of scientific development to make rapid progress in research practice.
