摘要
矿管信息系统是地矿行政管理信息系统的重要组成部分,是依法对矿产资源开发和合理利用进行科学管理的必不可少的现代化手段。江苏矿管信息系统也是全国矿管信息系统的子系统,并由9个分支系统组成,其建设已达到一定阶段。矿管信息系统的建设应遵循统一领导、统一规划、统一部署,先试点、后推广,坚持标准化等原则来进行,并应确保信息源的可靠性。加速信息系统建设应从认识、信息网络、培训人员。
The management information system is a measure which carries out the collection,processing,transformation of information to forecast future development and control enterprises performance.The management information system differs from the statistical system on researching targets and operation functions.Information is a basis for the administration decision under the market economic condition.As a part of information system,the mineral management system is an important section of information system of geologic and mineral administrative management.According to the National Mineral Resources Law and present working characters,the objective of the information system of mineral management is to collect,store,count and transfer,retrieve and analyse mineral management information,offering timely a basis of decision on the management of executive authorities at all level and provide helps for the development,processing and marketing of minerals for enterprises. In Jiangsu,the mineral management system at three level have been initially established.The provincial system,belongs to a subsystem of national system,should be composed of nine subsystems i.e.mining registration,exploitation and utilization of minerals,data base of comprehensive statistics and organization and personnel,indexes of three rates and examination,collection of complensating fee for minerals,graph information of minerals management,laws and regularities of minerals arrangement and model cases,mine enterprises of village and town,assistance decision.So far five subsystems have been set up in Jiangsu.If completely established,present mineral management can be meet the needs of the production significantly for the deep development and systematical management of minerals.The establishment of a complete information system of mi
