摘要
健全农村的社会保障制度在构建和谐社会中发挥极为重要的作用,它是实现社会公平、缩小城乡差距的重要途径,有助于农村经济实现可持续发展,是解决农村老龄化问题的需要。建立健全农村社会保障必须尽快建立相应的法律体系,逐步建立多层次的农村保障体系,正确处理强调政府职责与调动社会力量的关系问题。
Improving rural social security system plays an extremely important role in building a harmonious scciety. It is an important way to achieve social equity and narrow the gap between urban and rural areas. It is also helpful for the rural economy to achieve sustainable development and to solve the problem of agtng. Establish a sound social security in rural areas must establish a corresponding legal system, a multi - level security system in rural areas, correctly handle the duties and stressed that the government mobilize social forces to the relationship.
