摘要
斯大林时期是苏联苏维埃体制发展的一个重要阶段。在这一时期,苏维埃就形式而言,它已臻于完备。但也是在这一时期,苏维埃一步步地完成了它的象征化的过程,彻底蜕变成了一个纯粹的表决器,一个名副其实的橡皮图章。它的存在,只仅仅具有象征和粉饰的意义了。
Stalin Times was an important stage in the history of Soviet system evolution. In this period, Soviet was being perfected formally. But it was in this period that Soviet was becoming a token step by step, and it finally fell into an absolute vote machine and a rubber stamp worthy of the name.
