摘要
1988年,中国出现了近10年来最高的通货膨胀率,当年完成的投资规模达到了历史最高水平。同年10月,国务院提出治理整顿、深化改革的方针,重大措施之一是再次对全社会投资项目进行全面清理压缩。中国的投资问题又一次成为人们关注的热点。本报告试图通过1988年的视角,纵观改革10年中国投资的增长过程,以投资总量与通货膨胀、投资结构与产业结构的关系为主线,重点分析投资领域若干现实问题,特别是现行投资体制与投资增长的主要矛盾。在这个基础上,探索加快解决久治不愈的投资膨胀与结构失衡的基本对策。
In 1988, China's inflation rate reached to the hightest point in the past 10 years, and the investment volumn rose to the alltime top too.In Oct. 1988, the State Council set forth the policy of rectification and improvement and deepen ing the reform. One of tne important measures contained in the policy is once again to exam and curtail investment projects.So the question of investment has again become the focus of attention.This report mainly analyzes several practical problems regardinginvestment, especially the conflicts between the existing investment system and investment growth, while describing the increasing process of investment in China during the 10-year reform by taking the study of the rela tionship between investment volume and inflation and the relationship between investment structure and production structure as the clue.Based on these analyses, this report puts forward certain measures to cure the long-lasting investment dilatation and structural imbalance, which is of much significnce to achieve the goal of 'rectification'and'improvement'.
