摘要
本文分析了我国长期以来实行单一的以申请在先方式出让探矿权的管理制度,已逐渐显示出与社会主义市场经济发展不相适应,也不能有效地对矿产资源勘查进行宏观调控。针对这一问题,本文结合我国探矿权分类出让管理进展情况,借鉴国外经验,就完善我国探矿权分类出让管理制度,提出了一些政策建议。
This article analyzes the single management system which follows the application priority principle when transfer the mineral exploration rights. Since this management system has been carried out for a long time in China, it has shown gradually not in accordance with the socialist market economy, and can not exercise macro-control effectively of mining resources survey. Regarding to this issue, this article gives some policy suggestion on improving the construction of management system of the transfer of mineral exploration rights by using the experience of other countries for reference and combining with the management process of the transfer of mineral exploration rights in China.
