摘要
医疗卫生服务作为一种准社会公共产品,如何充分发挥其在社会经济发展中的公益性作用,是我国二十多年医疗卫生改革一直探讨的焦点问题。从社会主义市场经济条件下政府的主要作用、市场失灵的主要表现出发,结合医疗卫生服务的本质属性,预测和分析国家新医改方案实施后的社会收益,有助于进一步明确政府职能与医疗改革的密切关系。
Medical and sanitary service is a kind of quasi-social public production. And how to give full play to its public welfare function in the society＇s economic development has been a focus in the 20 years＇discussion of medical and sanitary reform. Beginning with the government＇s main functions under the socialist market economy and the malfunction of the market and combining the natural essence of medical and sanitary service, the writer predictably analyzes the social benefits after reinforcing the new medical reform plan and illustrates the close relationship between the government and the market.
