摘要
开放存取以其学术信息获取的易得性、收费模式的新颖性、出版成本的经济性、作者对版权的拥有性和成果扩展的广泛性特征而被国内外认可和重视,在其理论、技术、法律、政策、观念等方面引起关注、获得发展,其影响力日益增强,规模不断扩大.
Open access has received the domestic and intemational approbation because of its conveniently available acquirement of the academic information, the novel charging mode, the economical publishing cost, the author＇s ownership of the copyright, and the extensively spread of the products. In addition, it also has been paid more attention to in theory, technique, law, policy, ideology and so on. What is more, open access has been developing quickly, and its influence has been strengthened increasingly. At the same time, its scale is extending continuously.
