摘要
从人力资本失灵的视角,考察了如何实现中国经济转型中的社会和谐,探讨了人力资本失灵的经济学含义(包括它的成因与类型、治理与对策)。模型结果表明,渐进式改革的好处在于可以控制人力资本失灵的程度,从而控制住社会稳定程度。因此,实现经济转型中社会和谐的关键在于防范人力资本失灵,在经济效率与社会稳定之间进行正确的权衡。
This paper focuses on how to realize social harmony during economic transition from the perspective of human capital failures, and explores the economic implications of human capital failures, including its causes and governance mechanisms. Our simple mode/shows that gradual reform can control the degree of human capital failures, which determines the degree of social stability. In order to build up harmonious society, we should guard against human capital failures, and make a fight tradeoff between economic efficiency and social stability .
