摘要
进入21世纪以来,农民收入增长缓慢已经成为当前农业与农村工作所面临的突出的问题,并逐渐上升为我国的主要矛盾之一。尽管在现有条件下,通过增加农产品产量、提高农产品价格、调整农业和农村结构等措施,可以在一定程度上促进农民增收,然而却不能从根本上解决问题;要彻底解决农民收入增长缓慢的问题,根本途径只有减少农民数量;而减少农民数量的根本又在于积极推进城镇化,促进农村人口向城镇和非农产业转移。因此,只有努力推进城镇化,加快农民身份转变,大力发展非农产业,才能从根本上实现农民收入的持续增长。
The slow increase of farmer income has been the most prominent farming issues of the 21st Century, and is becoming one of the primary conflicts of our country. Some methods, namely to increase the agriculture produce output and price, to adjust agriculture and countryside structure, can only improve Chinese farmer＇s income to some extent. Those means are not able to change the situation radically. The final solution to the issue lies in the transformation of the Chinese farmer into non - farmer with the urbanization at the core. And the steady increase of the farmers income in China can be best achieved by pushing the urbanization forward, by accelerating the farmers transformation and by developing nonagricultural industries.
