提出了转变政府职能是行政管理体制改革的出发点和落脚点,分析了在改革实践中建立服务型政府,实现和谐行政的必要性。
This paper puts forward that government function transformation is the starting point and stopping point of administrative system reform and analyzes the necessity of setting up service government in reform practice and realizing harmonious administration.
