摘要
本文着力分析了西部地区矿产资源产业结构现状及形成原因。西部地区矿产资源产业结构呈现出以能源和原材料工业比重较高的重型工业结构特征。表现为能源、原材料矿业比重较大,结构演化迟滞;矿业工业化发展水平低,矿业技术结构水平较低,矿业结构、矿产品结构单一,产品粗放;结构趋同,矿业生产结构配套程度低,产业链条缺损,产业的地区集中趋势不明显等。产生这种状况的主要原因是在长达几十年的计划经济体制下,西部资源开发主要是由中央企业直接垄断经营,资源产品东运加工,这种发达地区的原材料供应基地的定位,决定了西部工业主要是以能源和原材料工业为主的格局。这种单一的原料型矿业结构,给西部地区经济社会的可持续发展带来了诸多不利的影响。由此提出西部地区矿产资源产业结构调整的目标和思路。
The actuality and cause of formation of mineral industry structure in western area are analyzed. The character of mineral industry structure in western area is the upper proportion of energy and material industry. This is the larger proportion of energy and material industry and the more sluggish of the structure; the level of mineral industrialization development and technology structure is lower; the structure of mineral industry and product is singleness; the production structure of mineral industry has a same trend, and the industry chain is short and lack, the trend of region muster of industry is not clear. These are cause from the central plan economy system for many years, the central enterprises monopolized and managed directly the development of resources in western area, resources product are processed and transported into eastern area, this status of producing material for developed area determines the structure of taking energy and material for chief body in industry. Many disadvantageous effects on sustainable development of economy and society in western area bring from this single structure ofmineral material industry. Thus, the aim and thought on adjusting the structure of mineral resources industry in western area are suggested.
