摘要
公务行为面向公众,它具有公共性,其自身的性质决定了它要为公众事务服务。可是在公务行为的选择过程中,由于公共利益和私人利益的二元分化,公务人员的利己主义动机以及传统的服从上级的行政模式,都不可避免地会使公务行为陷入伦理选择上的困境。因此,如何减少伦理选择困境所带来的消极影响,对公务行为创造更大的公益价值,以及对公务机构在公众心目中形象的提升都十分重要。
Official acts are public - oriented with the nature of public welfare. It is the nature of the public acts that decides its purpose that is to serve the public. However, ethical dilemma inevitably occurs in the progress of official acts choices owing to the conflicts between the public welfare and individual well - beings, individualism motivations as well as the conventional administrative mode of lower level being subordinate to the higher. Therefore, how to fend off the negative impact of ethical dilemma is of great importance to both more value of public welfare created by official acts and better evaluation of official departments of the public.
