摘要
从农村贫困地区人力资本的现状及存在的问题出发,探究农村贫困地区人力资本投资不足的原因,提出加大政府对农村贫困地区人力资本投资力度,提高农村贫困地区人口身体素质和文化素质,增强农村贫困人口生存能力和发展能力,形成农村贫困地区自我发展的内在机制,从根本上消除农村贫困,彻底解决返贫问题,实现“十一五”规划提出的建设社会主义新农村的宏伟目标。
This article starts with the present conditions and problems of human capital in rural distressed area , makes a inquiry into the causes for the shortage of human capital in rural distressed area , puts forward to enlarge government investment in human capital in rural distressed area, enhances the physical and cultural quality of population in rural distressed area , strengthens survival and development ability of population in rural distressed area, forms internal mechanism of self development, radically eliminates poverty in rural distressed area, thoroughly resolves the problem of return to poverty , and brings about the magnificent goal advanced in the 11 th Five-year Plan （Programme） to build new socialist countryside.
