摘要
民主宪政是现代政治思想与政治制度的主流,紧急状态的宣布即是对民主宪政局限性的承认,也是对民主宪政局限性的克服。分析紧急状态下民主宪政原则的局限性,提出克服局限性的解决途径,从而正确把握紧急状态下的基本原则,使紧急状态不会成为民主宪政的破坏者。
This paper discusses the limitations and solutions of Democratic Constitution Dictatorship, a mainstream of modem political thinking and political system, and also proposes how to prevent it from being violated in a state of emergency.
