摘要
农业、农村和农民问题,是我国改革开放和社会主义现代化建设全局的重大问题,也是当前最重要的发展课题。而发展现代农业,增加农民收入,改善农村面貌,培养新型农民,增加农业和农村投入,深化农村改革是建设社会主义新农村的任务目标。国际经验和我国发达地区解决“三农”问题的事例证明,在知识经济与市场经济双重体制影响和制约下,应该以教育的方式解决“三农”问题。
Ariculture, rural areas and farmers are three major issues which concern the reform and opening - up of our county as well as the socialist modernization drive. So it also becomes the most important issue of development at present. In the building of the new sociallist countryside, developing modern agriculture, increasing farmers income, improving the appearance of rural areas, training new farmers, increasing agricultural and rural investment, and deepening the rural reform are our missions and objectives. Both international experience and China＇s incidents to solve the ＂three rural＂ problem in some develeped areas have proved that on account of the impact and constraint of a dual system in a knowledge - based and market economy, education should be the way to solve the ＂three rural＂ problem.
