摘要
加快引进FDI是西北地区深化对外开放、促进跨越式发展的突破口。该文经过实证研究发现,FDI是西北地区与沿海经济差距拉大的重要因素。在该地区FDI影响因素方面,劳动力、市场和区位等均较不利,尤其以较差的科技创新能力为甚。FDI选择因素的省(自治区)际差异显著。陕西总体竞争力较强,但动态优势令人担忧;甘肃和青海狭小的市场规模抑制了FDI流入;新疆在市场、区位等方面具有优势但未能充分发挥,导致FDI比重逐年下降;宁夏利用FDI绩效显著,在市场前景、劳动力等方面有较大优势并有显著的聚积效应。
The influx of FDI plays an important role in the jump-over development of the region of North West China. We find that the absence of FDI can explain the big gap of development between the East and North West; the homogeneity of the re,on is low. The factors except the railway, the cost of labor, the market and the locality especially the science and technology cannot attract the FDI effectively. There is material difference on factors affecting the FDI. Shanxi Province does l｜ot exert its superiority adequately. The slow increase of economy has restrain the influx of FDI of Gansu Province and Qinghai Pr^vince. As for the municipality of Xinjiang, the location and the big market play active role in absorbing the FDI. However, Xinjiang cannot embody the superiority. The municipality of Ningxia has wonderful practice, the FDI is interesting in its market, labor force, which bring on the remarkable accumulative effectiveness.
