摘要
随着民办教育事业的发展,民办教育机构的诚信制度建设也逐渐走入人们的视野。教育体制的变革、法律制度的粗疏、社团法人的局限等制度性原因,导致民办教育机构信用缺失。只有采取分配程序规范化、产权制度明晰化、法人治理结构规范化、信用制度体系化、政府行为诚信化等制度性措施来构建民办教育机构的诚信制度,才能保证民办教育事业健康稳定地发展。
With the establishment of the socialist market economic system, the construction of the mechanism of the honesty and the credibility in non-goverment educational institutions attracts people＇s attention. The institutional reasons, such as the changes of the educational system, incompletion of law and regulations, and limitation of community legal representatives lead to the loss and deficiency in honesty and credibility. Institutional measures, such as normalization of distribution procedure, the clarification of property right system, the normalization of the legal representive management, the systematization of credibility and the honesty of the government conduct, must be adopted to construct the mechanism of the honesty and the credibility in non-goverment educational institutions in order to guarantee the healthy and stable development of the undertaking of non-goverment education.
