我国医疗卫生改革存在"规则不清、秩序混乱"的情况,关键在于政府公共卫生服务职能定位出现问题,在政府应有所为的领域缺位,在政府应无作为的领域越位。政府不需要排斥市场和恐惧市场,关键问题是要学会根据市场规律利用市场。在讨论政府"缺位"时,要谨防政府重新"越位",最佳选择是实事求是地给政府"归位"。政府在公共卫生领域的"缺位"导致了如今秩序混乱的局面,纠正这种局面要避免政府重新"越位"的不良倾向,冷静"归位"是政府的最佳选择。
