摘要
加强农村基层组织建设应着眼于长远,推进体制和机制创新,建立和完善统筹协调农村基层组织建设、推进农村和谐稳定的体制机制;改革和完善以村集体经济为基础、以村民利益为纽带、以村民意愿为内涵的村民自治机制;建立和完善安置、组织管理失地农民的体制机制;建立和完善农村人力资源开发体制机制,以有利于逐步解决深层次的、长期存在的问题。
In terms of the construction of primary rural organization, we should aim at the future, promote system innovation, establish and perfect its overall coordination, develop the system of rural harmony and stability, reform and perfect villager＇s autonomy system taking rural collective economy as basis, villager＇s benefits as the tie and villager＇ s willingness as the connotations, build up the management system mechanism for land losing farmers and develop and perfect system mechanism of rural human resource development. All will facilitate the solution to the problems with deeper level and longtime existence.
